Just moved my in-laws into a new apartment and we are swapping out the kitchen light. looking into the ceiling we see black drywall and insulation under the fixture. The old tennant smoked and it is in the kitchen with smoke and grease, but this looks like mold. We don't want to put another light up and pretend it isn't there. Building is about 30 yrs old.
