Clear, round, flying bug

I wish I had a picture, but it flew away, so I'm hoping someone will know the bug by description.

It was on a leaf of my pepper plant, though there's no damage, it was just sitting there. It was about 1/4" in size, maybe a touch bigger, but smaller than 1/2". It had clear wings that created a flat, circular dome over its body, so it looked like a convex fish scale with antennae sticking out the front. I thought it might be a scale insect initially, but when I poked it with my nail, it scuttled to the side like a leafhopper and then flew away like a ladybug.

I'm thinking it's a Hemiptera, but that's about as useful as saying that I saw something with feathers and think it's a bird. Anyone have something a bit more specific?
