Is this bad soil? Too dry? Fungus? Pests? Please help!

I have a wax leaf privet hedge in Southern California. We have a heat wave but this hedge had been unhealthy for weeks. Tried soaking the soil often because I thought the shriveled leaves meant it was drying out...but doesn’t seem to help. Pictures attached. Thanks in advance for any feedback and advice!!!

could we see the whole plant??

whatever you do.. those leaves are already damaged ... and are not going to ever look better ...

the question is.. if it needed water.. and you gave it water.. you saved other leaves from following suit ... hence the request ...

as long as there is green tissue on a leaf.. its still working on converting sunshine into energy ... if and when they turn all brown.. they will fall off ..
