how do you know its bad ... as the scar dries.. one would expect this to stop ... except you keep opening the wound.... by cutting off more ...

Yeah, photo pls...I don't think I ever heard about same problem you have. Neither I have seen any mold after cut is made, and I have cut dozens of them, if not more. It sounds like your plant is rotting - but that is just a guess.

I keep cutting it off because I don't want it to spread to the rest of the plant, but maybe that's just the healing process? It's difficult to see in a picture, but I've attached one.

First, I can't see the cut & mold, but going with what you said: I am eliminating there is rot inside of the stem, which is a possibility. You are leaving too much stem to callus/heal. On top of that, I believe there are some additional problems, but not sure which. Is it humid where you are? (adding general location and/or growing zone to your name helps, so we don't have to ask all the times). Is that a cutting you potted ye r are you trying to let it callus? Or is it end of branch that was cut? Is there a chance of clear photo of what you are cutting? Are you spritzing or misting or watering?

Cinnamon is a natural fungicide, I have used it in the past but only on large cuts. I do not use it on cuttings anymore, but there is nothing wrong with doing so. BUT, plant should be able to heal even without any fungicide if healthy. If not healthy, there could be problems with or without fungicide.

The picture above is the piece that I cut off to throw away because of the mold. I'm attaching additional pics of the plant. I put cinnamon on the cut section, so you can't really see what it looks like, but rest of the stem looked healthy when I cut it. I'm in a suburb of Detroit. It has cooled off in the last week, but it has been humid. I have not been misting, but I have been watering once a week. I water from the bottom. I've been careful not to water it too much. The dirt on top has remained dry.
