Blueberries are not frost sensitive so you can ignore frost dates :-) Ideally, you would want to move it while it is dormant (no leaves still remaining) and the soil remains workable but as long as temperatures have cooled off, you can do so now.

Make sure it is well watered in after transplanting.

Would waiting until it loses it’s leaves be best then?

No problem, with leaves or without. They are shallow-rooted, platter-like.
I've moved 12 foot Blueberries mid summer. They love medium bark and sand.
