I haven't ever seen grafted plants for sale. Nor have I ever paid attention to the price of large plants. Seedlings and small plants are what I am after. They transplant better and cost much less.

The price of plants, their size, and the choice of variety you will find depends on your area. Where I live I can find the basic varieties of hot and sweet peppers in 4-inch pots for around a dollar each. A 4-cell pack of seedlings costs about the same. That may not apply where you are and the prices may be much higher for the same thing. Especially if you have to buy from a big box store.

For large pots: tomatoes, yes; peppers no. I've occasionally seen peppers sold in larger pots here, but those were ornamental peppers. Plants in larger pots - as in with flowers or fruit already present - often go for $10.00 or more. Those would probably be grown as-is, without transplanting. Hardening off can be more difficult with larger plants, it might be better to start with the 4" pots & pot those up yourself.
