It looks like mostly silt with some sand at the bottom and a little clay at the top. It should drain pretty well, but in any case I wouldn't add perlite, it's expensive and does nothing for the plants, only makes the soil more porous, and eventually freezing and thawing will probably crush it anyway. No, add the organic matter, and the soil will drain well AND retain water in dry weather. Almost like magic!

All of your organic stuff is fine. Since your pH is neutral you don't need the acidity of a lot of peat moss, and it's typically imported from somewhere else unless you live in Canada. Use what you have of course, but stick to manure and compost next year.
