Concrete slab over block wall

Evening.
We're putting an addition onto our house in anticipation of our second kid. We simply ran out of room so it's time to make more.
So we decided on a slab addition with radiant heat in the floor. Due to the frost line here we put an insulated footer and a block wall.
The concrete is going to be poured over top of the cinder walls.
My question is about the vapor barrier. Should I fill the entire cinder wall and then fold over the vapor barrier once we reach the top to seal off the slab from wicking moisture from the wall?
Or should I just punch out where the vertical rebar comes out of the footer and not worry to much otherwise and let the concrete be held up by the vapor barrier?
