Lemon tree leaf drop and deformed leaves

Hi,

ive had my eureka lemon tree for around 18 months - bought from a nursery. It’s actually smaller and a lot less leaves now than when it was bought! It’s potted and sits on my patio in Southern California, which gets bright direct sunlight most of the day.

the leaves started turning brown going dry/crisp and dropping off around 6 months ago, after the tree started flowering. I got a moisture meter to check as I thought root rot due to overwatering was the problem. I now let it dry out slightly before watering.

The tree is getting new leaf growth but leaves are very small and never reach a good size and are rounded/misshaped and curled.

i scratched back the bark to see if it’s still green underneath and it is green and moist which I think is a good sign.

I’ve been treating with an insecticide due to leaf miners and aphids.

Any suggestions on what the problem could be? If it is root rot is it fixable?
