That’s packing foam and it’s blocking air circulation. Remove it, and things should even out a bit. You’re not describing a major temperature difference, and all fridges are designed to have cooler spots and colder spots.

I took one of the drawers out so I could get at the foam, and this is what I see. That looks more like something that is actually supposed to be there. What do you think?

Yes, we do. The way the foam is packed in there made me think it is supposed to be there.

You can't cite the model number? That would be helpful in that parts diagrams would perhaps indicate if the styrofoam is shown and listed as a legitimate part.

I suspect you have your answer by now. I found your post looking for recommendations. So for future people looking at this No you do not Remove the Styrofoam. I had a refrigerator delivered yesterday. They left me to put the inside bins into it. You might need to remove the comment about taking it out. It has clear directions now.
