Johnnie, this method is commonly used to germinate citrus, as well as a variety of other seeds, so you have not come up with a new seed germination method.

To answer your question, yes I have tried this method but I no longer use it because I ran into problems with fungal contamination. I now just put them into a well draining soil mix and get 90% or greater germination of citrus seeds.

Ditto what Vlad said. You can skip all the steps and plant it in a good soil, in a well lit area and a humidity dome/cover. If they are viable they will germinate.
