since its out in public.... rather than say.. out on the back 5 acres ... id be pretty embarrassed to keep it .. and frankly... i doubt there is much of anything worth keeping ...

its dying in tree time.. years ... and i doubt its going to have some mysterious healthy resurrection .... but do you really want to look at it for 3 to 5 more years ...

be done with it.. put it out of your and your neighbors misery ...

ps: location usually helps... big city name ... or at least a country ... is it spring or fall?? ... if down under .. and its just starting its spring growth ... then i might give it a month or 3 to see if it has much of any vigor ... at least until one of my friend neighbors starts kidding me about it .. lol ...

That's been terribly butchered, and I can tell you from experience, if it does come back at all, it'll be only from the remaining lower branches. Agree with Ken that it's an eyesore I would remove sooner rather than later. It should look like this...
