What is wrong with this foxtail palm?

I have two foxtails about 8 feet apart from each other. One is thriving and the other is dying. Aside from the difference in the palm growth and color, there is a noticeable difference in the height of the trees and trunk diameter. I’ve tried palm fertilizer (about 30-40 days ago) and haven’t noticed a difference. This started about 4-6 months ago I’d say. We have had a lot of rain in the past few months so I was thinking potentially root rot? But then again why one and not the other? Then there is Ganoderma butt rot, but no evidence of a conk growing on the base of trunk. So I really don’t know what it is or how to find out with certainty.
