i would moisten some media in a pot.. and lay the cutting on it.. so you can put the roots into the media ...

the water roots should convert to soil roots very fast at that size ...

once they get longer... it will be harder for them to adapt to such a change ...

if you think humidity is needed.. put it in a large baggie.. and leave the top open ... it will create a small micro climate ...

Hi Ken! Thank you for the comment. This was a cutting that rooted in a ziplock bag with some moist perlite. The roots took off. However, I noticed this black spot forming on the stem near the leaf, so I'm guessing that the humidity in the bag was causing this black spot to grow. Do you have any advice on how to treat black spots on stems? Should I use a fungicide? Hydrogen peroxide? Should I be concerned about the black spot?

If the leaf dies off, do you think the stem can still continue to grow?

Thank you Bill! I think I'll go with potting it up and still try to keep it in an open bag. I'm just concerned with that stupid dark spot on the leaf. I'm afraid that it might spread and rot the leaf off :(

Keep an eye on it. Use a magic marker to delineate the boundaries if you'd like, but I think it'll be fine.

It looks fine to me. You should have no problems if you pot it up and keep the soil dampish for the next several weeks until it starts growing. You can mist it daily to keep the humidity high, but do it in the morning so it has all day to dissipate. It's cold and damp that creates molds that are difficult to deal with.

note that nobody but you is fixated on the black spot.. so ignore it for now ...

if the roots grab hold and start growing.. it wont matter if that one leaf fails ... dont fixate on it ...

once the roots start going.. you ought to see buds develop.. and that is your future ... but dont expect that for a month or 2 ... and if its happens faster.. super ...

imo ... all you are down to is waiting.. and not killing it with too much love... in the interim ...

I have a hoya I bought at estate sale and she was almost like a tree thick dry wasp nest of core. With thick light green hard wax leaves didn't know hoyas didn't realize what I was buying she was only 3 bucks
bucks. Since last June she has thrived and broken through the bark. New leaves are dark with silver speckled and looks like wilber? Anyone have thoughts on what she is?

Not Wilbur Graves. It looks like plain Hoya carnosa to me, but I am not a Hoya expert.

I agree with floral_uk, this is carnosa. Some people refer to it as original or heirloom carnosa since it usually lasts for generations.
