Are the stones dry-stacked or mortared? Are they just set on a gravel base? Thank you.

The stone is basalt curbstone that is dry stacked on a gravel base. Thanks for asking.

how deep a foundation do you need to build a wall like this with the stacked stones? Is it strong enough to sit on like a sitting wall?

Use about 6 inches of 3/4- gravel for the base and set the first stone below grade 1/4 to 1/2 the height of the stone depending on how many high you are going to stack. So for this type of wall, you want to dig 10" below your finished grade, 6" of base, and then the first stone. Yes, it is strong enough to sit on, jump on, or most anything else.
