Small retaining wall...deadman required?

I'm building about 70 feet of very short wall, about 18 inches, using 6x6 pressure treated wood...overkill, i know, but it's for the visual design tying into the yard


i can't find anything online saying at what height you should start using deadmen...i can't believe i would need a deadman or more for an 18 inch wall with only 3 courses of 6x6...plan was about 3 feet of rebar going through the bottom 2 courses and long timber screws for the top course
