Does Pampas Grass really need to be cut back?

I live in SW Portland, Or and now own a home that has Pampas Grass. I've watched discussions online where one expert says to never cut back Pampas unless it has died back from extreme cold, and other experts say to cut it back severly every year.

Our Pampas Grass is green, yet a little haggard after the recent ice storm, and each plant is putting out new growth.

So, what do others do when the plant is still green and looks fine, except for broken plumes?
