Hi Harry, the answer is "maybe" -- you can try a rose that is relatively shade tolerant in that spot and see how it does for you. Hybrid musk roses have the reputation for taking a bit more shade than most. Some old garden roses might also do OK espaliered on your fence -- but most of those will be once blooming. Madame Alfred Carriere does fine in such a situation, but that rose can get large. I have a friend in France with a very old one on the north side of a house and it blooms less than it would in full sun, but is still a memorable rose. If the fence is small, If I were you I would do a search on the forum for shade tolerant roses and pick something less enormous than MAC. You may also want to look at climbing hydrangea.

Also have a look at Darlow's Enigma, for something with small fragrant blooms that is recurrent blooming and known for being shade tolerant.
