Heated floors will help. However there are less expensive ways to heat a basement. What type of heating system do you have? Is the basement finished and do you have radiators or supply vents? If you provide additional information someone may be able to offer a better solution.

We have heated floors throughout our basement (as well as baths, garage, studio and other spaces). They do make for a much more comfortable space. They might be kind of tough to do well in an existing home though.

My brothers father in law ( in Chicago) had a heated driveway. No snow shoveling required.

I don't think it would be too difficult to add heated floors, but it would depend on how much insulation would be needed above the existing concrete floor. Do you have an existing hydronic (hot water) heating system, or would you put in new stand-alone electric heating (more expensive operating cost)? I have in-floor hydronic radiant heat in my northern NY home, but it was installed as part of the original build. It is delightful!
