weird dots on rose stem? what's that?

Please forgive my ignorance about roses. I recently lost a lot of roses from the frost. I try to take better care of the remaining ones. So..I'm cutting sick branches. But I want to be sure. Why the branch of this rose in the photo shrunk downwards? also, why does it have black dots ? is it a sign of illness? Should I prune this branch? or is this a healthy branch?

    I would leave that branch, Cute. I forget where you are located but that looks normal for early Spring in a cold climate.
