No landscape fabric, ever. It doesn't work well to suppress weeds; they will grow on top of the fabric eventually and that complicates removal; and the fabric alters oxygen exchange and water percolation. Plastic is even worse and can kill off soil biology.

Your mulch is not thick enough. You need a good 3-4 inches of pine straw to be an effective mulch and I see hardly any showing in your photos. You can also use corn gluten meal - completely natural - as a pre-emergent to prevent weeds seedlings from developing but you need to remove any existing weeds first and apply to the soil before laying your mulch.

And there is always hand weeding :-)

Try a hula hoe for weeds.

thanks. I had it hand weeded and all pine straw removed. The pictures are earth and I was wondering what to put down. Corn gluten meal sounds like a good solution. Also the hula-ho will be good to have! Thanks all. Gary

Use shredded hardwood mulch instead. That makes better contact with the soil and forms a more dense and less porous cover and will smother and prevent weeds better.

You can hoe and hand weed hardwood mulch easy. You can't hoe pine straw well and with hand weeding you always get a big wad of straw with the weed.

You could use cardboard or several layers of newspaper. It decays over time and is easy to replace. I have 2-4 layers of plastic and landscape fabric under most of my yard. Decayed mulch is between the top layers with shrub roots in each layer. Dirt is dead and dry under bottom layer. Forgive the rant but I have half a garbage can of plastic this week, again.
