oil based wallpaper help!!!!!!!!

My house had oil based wallpaper and then the previous owners painted over it in latex paint and I unknowingly painted over that with oil based primer and latex paint. Now it’s all peeling back to the original wallpaper when the wall gets bumped or scraped against. Can I paint over it all with textured paint and keep it from peeling?
