Citrous tree root flare below soil

Recently bought a healthy looking Oroblanco tree from a local nursery and planted it to pot soil level. It has been two weeks and the buds have started blooming. One thing I noticed is thay the root flare is below soil and there are roots upto 1 to 2 inch above it and seems like circling the tree. I am wondering if I should lift up the tree to the root flare and remove all the roots above it, but worried that this may remove a lot of roots from what seems like a shallow root system for a tree of that size (5ft, came in a 15 gallon container). What should I do? (photos attached)
