Have you tried gently scraping some off to see if anyone is hiding underneathe?

Off-hand it looks like sap.

After crawling through a small window and dropping 5 feet down I was able to reach the glob.. It is rock hard and is not producing any new oooozzzzz. The growth is good and the tree doesn't get wet unless I water it. I have not watered it since last October. It appears that the rain percolates through. I did feed it though with 4 gallons of Miracle grow at full strength to get the tree growing a month ago.

What I find interesting is that it appears that there is a glob directly across form the other.... in two different spots. Am I seeing wrong?

You see it correctly and way up there is a 3rd glob also rock hard.
