Would help if you said where you are located. Just cutting them down is what many do with them. Most years any buds on the stems will not develop. It would depend what else the landscaper did in that area and were they newly planted.

Growers of herbaceous and intersectionals/Itohs start cutting the foliage of the plants they are planning on digging for sales in August depending on where they are located. Since I am not a grower I do not cut the plants back, if I do, until after hard freeze because some can develop beautiful fall coloration.
