Fence or Loam first around pool?

this is our first outdoor project and my husband and I are having issues with what should come first - fencing or loam? We have a guy doing all of our grading and the plan was to get loam delivered and spread this week, with the fence being installed next week. Then hydroseeding. That said, I have this mental image in my head that the guys installing the fence will completely mangle the newly spread loam (not their fault, just nature of the beast with install). We live in New Hampshire so are somewhat ticking the time away with spring rain. We’re nervous to wait too long to Hydroseed since we’re already in a slight drought. But that said we cannot leave dirt around the pool all summer because it’s absolutely gross. Thoughts? We have approx 8,000 sq feet that needs to be loamed and seeded so not a small area.....
