Brown Hyacinths & bulbs

Hello,

I have a number of hyacinths in the front of my garden that have turned brown. I think it's safe to say that their time has come and gone in the garden!

Is it true that they should be cut back at this point? Cut at the stem, leaving about an inch and leave the foliage?

Also wondering, do people usually just plant around the leftover foliage or do you cut back the leaves at some point as well?

And do these points all apply to tulips?
