Dahlias in pots

I potted some dahlias and didn't want to risk rot so I haven't watered them (It's been a week or two). However today the tiny shoots and some eyes look black now instead or green or pink. Did they get fried in the heat of the day (70-80° sunny)? Should I water them? Will they grow back?
Looking for advice because those I planted in the ground have healthy green shoots/sprouts? Thanks in advance for any advice!
