As long as the tuber didnt freeze and turn to mush, they will return in the spring. Ither than natural rainfall, I don't start watering gingers until I see new groth starting to avoid rotting the bulb. As long as your soil is very well draining, rainfall shouldn't hurt it so dont worry about rain. In my zone 9a, many of my gingers go dormant during the winter.
