for your minis, you can try to dress them up a bit. lots of tutorials on How to dress up mini blinds"

you could pull them all the way up, and install any type of outside mount blind. this way you'll get something to hide the very top of your window and will look good. what if you got yourself a woven wood blind? (lowes carries them in all sorts of colors/sizes)

basically any outside mount blind gets mounted on the outside of the window, and would cover the inset mount mini blinds. see pic on the right:

so, you'd mounth them like this over the opened minis,,

and if you want, bring in some curtains

Or, ask if they will let you remove the mini's and instead do an inside mount woven wood or bamboo blinds. like this.

I have had blinds, and they can let some light in. In addition to curtains... an art screen or anything at all, could be placed to shield the bottom half on the window [when needed].

@beth Thanks for the suggestions on how to dress them up. The “architect” is the campus wide one. He decides what the original architect said could change and what could not. Essentially they want the buildings to look uniform and one side of my apartment will be visible to the “VIP” visitor lot. 🤷‍♀️ I researched the Mecho blinds more and those might work if I can get the up/down ones.

Thanks for your help everyone! I needed up getting ceiling tracks and IKEA curtains. Here is a picture of the same room I originally posted. It is my sons room. It looks a 1000x better.
