Yellow sunflower-looking xeric plant

Seen in xeric garden in Zone 7. Petals look almost like a sunflower. But what I am most intrigued by is that it looks like when it loses the yellow petals, a round ring of green remains that still looks interesting. Sorry for the bad picture.


I know you all will be able to help me identify!

    Yes the 2nd is Centaurea macrocephala.
