As was indicated in your previous post (was no need to make a new one :-)), your lavender is showing classic symptoms of over watering. Other than the initial planting it should need little to no irrigation going forward, certainly not the "regular" watering you refer to in your other post. The mulch may be holding in too much soil moisture as well.
