HVAC/AC Unit Issues

We just moved into this house about 6 months ago. We had no issues with heating the house all winter, but a few weeks ago I noticed this frequent starting and stopping noise coming from the HVAC closet. Here’s what I know… The filter is clean. The outdoor ac unit fan will continue to run, while the inside part continues to start and stop every couple of seconds. The unit is older, about 10-15 years. The cold air does work, but today I noticed the unit struggling to cool down the house. However when I turned the fan on, it seemed to start cooling the house faster.

Anyone have any idea what could be going on? I know very little about anything having to do with this sort of thing lol.
