alternate ideas: personally, I hate ceiling lights. are there any outlets that are controlled by a light switch? you could put in a nice floor lamp that's bright enough. and then get a lovely floor or table fan for the room. I adore this brand (Vornado V Fan). it's super quiet, and the low setting gently circulates the air rather than straight up blowing it.

Why do you think that the condo association would have authority over a ceiling fan or light that would be entirely within the owner's condo unit, have no affect on adjacent units, would not affect any part of the exterior of the building, and would not be a common element?
