Thank you. I have had powdery mildew before. This doesn't look like it at all. Unless you are saying this is how it starts?

When I had it, that's how it looked to me, but it can take different forms, I guess. I assume your spots are powdery, and can be dusted off if rubbed.

Does not look like powdery mildew, but may be downy mildew.

the new leaves look like nothing is happening to them. Could have been burned from the sun and lack of water. I did spray them with neem oil
