Yes, they clash. How big is your foyer? The size of the chandelier should be proportional to the size of the room. Six feet sounds really large even for a 2-story room.

If you match those two or not, there will be two overwhelmingly busy fixtures near each other. You should consider having only one focal point for visitors. The foyer fixture would be better to be simpler, and in a coordinating color to the dining room.

Yes they clash: in both style and color. Choose the color of the fixture you like best and work from there. That glorious OTT fixture is cream metal. That stately, slightly federalist fixture is (not sure) gunmetal? antique silver? dark pewter? Make sure they both have a similar metal finish and think about choosing a second fixture without the crystal. Perhaps a cream tole chandelier with the cream chandelier: If the shop doesn't have a tole chandelier catalog, you can find one on Etsy and pay to have it rewired and painted to match locally (auto body shop?). If you like the gunmetal chandelier best, tell the shop that you want that chandelier and another in the same color without crystals- ask to see their catalog of what is available from that manufacturer in that finish or a similar finish for a special order.
