All my bulbs live in permanent mixed beds with perennials and shrubs. They only get the water provided by nature. That said, tulips don't perennialise for me but daffodils, snowdrops, crocus, camassia and allium are all fine. A bed with nothing in it after the bulbs finish would be very boring.

Yes, you can plant them in the summer. I too have them in my mixed perennial beds which I water once a week if there is no rain to help me with watering. I have a very good drainage so it is ok with my Tulips and Crocuses. Daffodils don't like me though.
