Top Floor not cooling

Hi all,

I live in a 3 story house, each floor has an individual thermostat. The thermostat is a Honeywell Home Pro Series. The HVAC has an HZ322 and it is set as a 3 zone system.

The problem

The top floor 3 is not cooling, there is no air coming from the vents.

The settings

I have set each floor thermostat to Cool, Fan Auto and temperature 70 degrees

After 8 hours of running, the temps on each floor were

Floor 1 - 63

Floor 2 - 70

Floor 3 - 79

I also tried staggering the temperature and settings them 2 degrees apart, Floor 1 set to 68 and Floor 3 set to 72. Did not change the result

I tried running just Floor 3 thermostat on and Floor 1 and 2 off, no change.

I did see that the Cool 1 light was blinking in the morning after running for 8 hours, which the manual said indicates DATS cooling limit reached.

Not sure what to do or how to identify the problem
