Hollyhock and rhubarb issues.

I’m posting this for my sister who just discovered this problem while out watering this morning. She has had both plants for years and this is the first time they have exhibited this issue.

Any suggestions? i suspect the hollyhock is developing rust, but ive never seen foliage problems on rhubarb.
