Is this a Pieris?

I saw this distinct and very pretty shrub on a walk. It is blooming mid-July, when most Pieris in the PNW are done. Based on the flower shape it might be a type of Manzanita. The cascading form of the shrub, and the way the flowers were held didn't look like any Pieris or Manzanita I've seen before.
