Looks like the dried remains of cedar-apple or some other gymnosporangium rust galls.

What the remedy ??

get rid of the tree .. imo ...

its one of the reasons i got rid of about 8 various junipers from my collection ...

and if i see a monoculture behind.. many more of the same ... yikes ...

it might b e time to start planting replacements... of anything but juniperous.. and a mixture of differing type conifers ... and not green giants with the fence right there ...

so the replacements can get established.. and start growing.. as you slowly thin these out .. and remove them ....

The disease travels back and forth between its two host species - the junipers and a Rosaceous plant - apples, pears, hawthorns, quince, etc. Removal of either host plant can help although most choose to eliminate the junipers (considered weedy) in favor of the fruiting plant. You can also prune out the galls in late winter and any time they appear on the junipers before becoming the orange, jelly-like spore mass in mid to late spring.

You can also spray with a fungicide but that will be an endless task.
