What’s coming up between my flooring?

We currently live in this rental that was VERY poorly renovated. We keep finding problem after problem. We live in a very humid area(Houston) so maybe that contributes-but i keep noticing this coming through floorboards. Mostly under the rug & furniture and now in a room we recently stopped using due to finding mold near the air vent…sos!
