What??? Waht are you planning for the basement ? Usually 10% of the floor sq ft is what is required for windows. If you have bedrooms in the basement there is a requirement for egresa from those spaces. As for the added artificial lighting requirement I have not encountered that .

I've had an inspector ask for additional lights years ago (interior stairwell...) but never heard of 'measuring photometrics', maybe I need a new trade.

This has happened twice in the past 4 months. Both are unfinished basements that are being finished. No bedrooms, just adding some walls to create a tv room, storage, game room, exercise space and a full bath as well as putting all mechanicals into "rooms " .

We have done basements before and have not had to do this so this is new territory for us
