can you have the window raised?

Not possible. The opening would need to be completely changed - brick work to build up from the window sill - would change the look of the home. I really need a new window - solid glass lower half, with top half able to open --- can't seem to find anything that will work.

so you're wanting a stationary bottom sash, but operable top sash.

it seems like you could have that custom ordered.

Depending on the size you may be able to do a fixed lower panel and an operable (awning above) - call a local window dealer and give them photos and dimensions.
Cleaning the glass and the sill below the counter top must be a trick.

A small bay window might work as it juts out and its outside base connects at a downward angle.

Thanks so much for the thoughts! Yes, I have talked with several local dealers, no one seems to want to tackle this. It is not possible to clean the glass below the counter ----- can't see it, but because approx. 12 inches of the back of the counter is seen from the outside, it would be great to get a stationary bottom with shades/blinds in the glass for disguise of the counter, and an awning window on top. Will keep looking, but don't have much hope. Thanks for your suggestions.

Are you sure that your reference is correct? Double hung implies that both halves are operational. Perhaps yours is a single hung? If you can't find a DH option, consider an awning window, where the top side pushes out from the bottom. The screen is on the inside, and although the opening isn't as nice, you still get air circulation. Have your windows been replaced with vinyl frame type? You may have a local manufacturer that can measure and make windows to order, matching the style of an awning to SH more closely, if that is the best option. Happy Houzzing.

Great suggestions. The home is brick, and the brick sill is at the bottom of the double hung window. Filling in would be a cost-prohibitive and city prohibited issue. Bay or garden might work, if the city would allow that design change....I will continue to investigate. Thanks!
