Viburnum have ants swarming on them!

I have quite a few viburnum in my backyard that have ants swarming on them. The ants are not on the other plants and trees surrounding them. I also see littles holes in the stems and base. Any ideas what is causing this? Aphids? I just sprayed with insecticidal soap but wondering if anyone has had experience with this and knows what to do. I don't want to lose these plants and one is already about dead.
