I can see where a plant with roots that are cut may develop new roots but the opposite will depend on many factors. All you can do is observe what happens in this particular case.

Great question. I have the same thing going on. Roots growing roots. This plant failed to sprout this spring, but the roots are still viable and will sprout roots when placed in water. Next spring should be interesting!
