you probably need to tell us where you are.. big city name. for us to guess on this part ...

in the northern hemisphere.. its might be getting to late for a plant to rebud.. grow the stems... and produce flowers ....

in my MI ... we are about 6 weeks from frost ..... and it seems to me... that the reflowering cycle usually takes 4 or more weeks..in general ... i never grew this particularly ...

and the problem being.. each week gets colder.. especially at night ... so the regeneration process keeps slowing down ...

imo .... with annuals... and everything you need to do for fall cleanup ... it just gets to the point of pulling out stuff when you are tired of looking at the mess.. and it starts to irritate you ... in other words.. they just get so ratty looking you dont care about them anymore ...

also ... with extreme seed production.. there does seem to be a point of no return ... something along the lines of the plant knowing? it achieved its annual goal of reproduction... and you are just not going to get it to go backwards and start the flowering cycle again ...

all that said... chop one down to about a foot.. and keep us posted on its will or ability to regenerate ...

Thank you @ken_adrian Adrian MI cold Z5! That's such a lot of good info and common sense. I am just outside New York City Zone 7A. I grew them from one packet of seeds from Burpees. These were supposed to be 3-4 feet tall. The shortest one is at least 6 feet tall. Another is 7 feet tall. The tallest one was about twelve feet tall. The huge rain dislodged it some so it is about 10 feet and developing 2 heads. The tallest one has not even started blooming.

By deadheading do you mean cutting some of the growing tip as for basil? I had not even thought of that! I meant the stalk and cones of spent blooms....

I am going to take a closer look.
