Landscape fabric and river rock

We’re working with a landscape architect on the area around our pool. We will be replacing the old patio with new pavers. There are areas outside the pavers that were overgrown shrubs and grass that we removed, and he is suggesting that we use landscape fabric under 1-3” river rock 4” deep. There will be a few plantings in there as well. I’ve never been a fan of this solution because I believe that it will become weedy over time and the fabric will deteriorate and make a mess. Mulch would blow around and get in the pool, but I can’t think of any other solution.
