I have no clue without pictures but usually removing steps is not a simple job.

Without more information, my assumption is when a closet is located directly over a stair, below you have a minimum required ceiling height that follows the steps down. The closet is built partially over the steps (maybe 1 or 2 steps) and so the closet floor has to be raised to allow that ceiling height.

You've updated the OP with that picture? If this is over the main (first floor) stairs as you said, then I assume this is a stair to the attic in an old house. And the renters have requisitioned the space for a closet. If you want to remove the steps within this picture, the answer lies in what's below it - either a flat floor, or a slanted ceiling that is required for the stair below.
