Sorry not quite sure what you are palnning with a TV in the DR IMO the uppers look like kitchen not DR cabinets IMO no shelves would be better and honestly no upper cabinets . But the TV has me puzzled how will you watch TV if it is in the DR

You might consider painting the background wall, or even (if it suits your style) using a small-pattern grey and white wallpaper.

Upper cabinets that are not counter depth and sit on countertops make it look like a kitchen to me. Are you turning your dining room into a family room? Replacing the upper cabinets with shelving would look better, in my opinion. Do you really need the hidden storage?

If the hidden storage is instead a need for covered storage you could use glass doors instead of solid doors on the top sections. I think the solid doors there are really detracting from the overall feel. Can you put a shelf over the TV? Just use it for a little display - don't clutter it. That would pull it together somewhat. I'm not sold on eliminating the outer shelves on the upper section. If you decide to use glass doors on the sections which are currently shown as solid, extend the glass doors to the outer sections as well.

What is wrong, IMO, is that the shelves are floating and not in a cabinet. Would look better with cased shelving.

What looks off to me is that by trying to be symmetrical on top, the upper cabinets don't align with the base cabinets. Move the 36" upper cabinets a few inches so they line up with the 36" cabinets on the bottom, which will give you slightly more space around the tv and slightly shorter shelves.
